Committees propose playing and technology rule changes in baseball

The Division I Baseball Rules Subcommittee, alongside the Division II and Division III Baseball Rules Committee, has unveiled a set of proposed rule changes focused on administrative procedures and technology use for the 2026-27 academic year. The recommendations aim to modernize the game while maintaining competitive balance across all three divisions.

One of the most significant proposals involves the use of in-game video replay. Under the new framework, teams would be allowed to challenge a limited number of calls per game, similar to professional baseball. However, the committees stressed that the review process must be streamlined to avoid lengthy delays. Coaches would signal a challenge from the dugout, and the umpiring crew would consult a centralized monitor stationed off the field.

Another major change targets the pace of play. The committees suggested implementing a strict pitch clock with a 20-second limit once the pitcher receives the ball, with a warning system for violations. This rule is intended to speed up games, which have been criticized for dragging on during weekend series.

Technology in the dugout also faces new restrictions. The use of electronic devices for scouting or relaying real-time information to players on the field would be banned. Only pre-loaded data on tablets would be permitted, and those devices must be disconnected from any network. The committees argued this keeps the focus on player skill and strategy rather than live data feeds.
